Media controls timeline doesn't pause when touch dragging

Issue description

Chrome Version: ToT
OS: Android, and desktop devices with touch screens

What steps will reproduce the problem?
(1) Play a video with native controls (e.g. on mounirlamouri.github.io/sandbox/media/dynamic-controls.html)
(2) Touch down on the scrubber.
(3) Drag it sideways, without releasing your finger.
(4) Keep your finger still for a few seconds.

What is the expected result?
Video should seek but remain paused due to the m_isPausedForScrubbing logic in MediaControls.

What happens instead?
Video seeks, then continues playing even though your finger is still dragging the scrubber. That's because the m_isPausedForScrubbing logic in MediaControls only listens for mouse events, not touch events.

This might be working as intended. I do remember hearing about such behaviour being on purpose. +liberato@ who might know.

I can reproduce this in Chrome Beta 58.0.3029.82 / Nexus 6P / N2G03, but I can't reproduce this in Chrome Dev 59.0.3071.25 on the same device. On dev channel, the video remains visibly paused, even if you keep your finger still.

Closing, since the issue no longer reproduces in more recent Chrome (though there are probably still bugs in the m_isPausedForScrubbing logic).
