PDF scrolling performance way worse than in other viewers

Open http://www.rodzicpoludzku.pl/images/rzecznictwo/RAPORT_Medykalizacja_porodu_w_Polsce_2017.pdf 2. Scroll a little 3. What is the expected behavior? What went wrong? Scrolling has very noticeable lag. It's way faster in Safari 10.1 and Firefox 52.0.2 (which uses PDF.js). Does it occur on multiple sites: N/A Is it a problem with a plugin? Yes Chrome PDF Viewer Did this work before? N/A Does this work in other browsers? Yes Chrome version: 59.0.3054.0 Channel: canary OS Version: OS X 10.12.4 Flash Version: The problem exists both in stable Chrome & in Canary.
