Chrome Beta repeatedly tries to sync, MOVE_TO_FOREGROUND/MOVE_TO_BACKGROUND actions multiple times a minute for the duration of an hour, drains battery heavily

Issue descriptionSteps to reproduce the problem: 1. Occurs once to twice a day, I presume when attempting to sync data. See attached battery reports 2. 3. What is the expected behavior? Not draining battery What went wrong? High battery drain, repeated sync attempts, forces phone on wake-lock on. View attached battery stats historian page, from 21:52:12 onwards, view sync, wake_lock, running, job. Originally looked at bugreport to see if anything was happening with com.chrome.beta, see attached bugreport snippet to see type=MOVE_TO_FOREGROUND/type=MOVE_TO_BACKGROUND issue. Did this work before? Yes Same version, didn't notice problem before oddly enough. Chrome version: 57.0.2987.88 Channel: beta OS Version: 7.1.1 Flash Version: Love product. Issue pretty bad though, had to switch back to regular Chrome to avoid extreme battery drain.

Hi Colin, just double checking that the Chrome for Android client that hit this behavior is in fact 57.0.2987.88 (which is an old beta client, 58 has been in beta since 3/16). Is that correct? Could you take a screenshot of chrome://sync-internals and attach to the bug?
