Overlay scrollbars don't fade out while mouse is moving

Issue description

Chrome Version       : 59.0.3051.3
OS Version: 9405.0.0

What steps will reproduce the problem?
1. Visit any scrollable page
2. Scroll to cause the overlay scrollbar to appear
3. Continually move the mouse, far away from scrollbar

What is the expected result?
The scrollbar should fade out after about 1 second since the mouse is far away from the scrollbar.

What happens instead of that?
As long as the mouse keeps moving, the scrollbar will never fade out.

Note: moving the mouse nearby the scrollbar should keep it from fading. I'm not actually sure this is bad behavior, I can see an argument for doing this might be that it allows some users who are slow to move their mouse to the scrollbar to be able to grab the scrollbar. It's also doesn't take away from the scrollbar feel or look like a bug.

Tom, Sebastien: WDYT? Is this worth fixing or should we consider this a "feature"? 
I think this is a good idea. Let's keep it for now, kill if an issue arises.
