Hit test when overlay scrollbar is over iframe hits the iframe

Issue description

Chrome Version: 59.0.3051.3
OS: ChromeOS

What steps will reproduce the problem?
(1) Visit reddit.com
(2) Scroll so that the scrollbar is over one of the ads on the right (see screenshot)
(3) Mouse over scrollbar, try to drag

What is the expected result?
The mouse shouldn't change cursors, clicking and dragging should move the scrollbar.

What happens instead?
The scrollbar changes to a "hand" cursor like it does when mousing over the ad. (Unfortunately screenshot doesn't capture mouse).

Dragging the scrollbar while it's over the iframe doesn't do anything. If you move your mouse into the scrollbar from the ad, it doesn't change the scrollbar appearance to indicate it's hovered. Curiously, clicking doesn't activate the ad either so I'm not sure where the clicks are going.
