Regression:Contents of the page appear weird in toggle device mode

Issue description

Chrome Version: 59.0.3055.0 Revision e80b960e27af6495ff3dd79cbfcede18d48da85a-refs/heads/master@{#460255}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings,open dev tools window.
(2)Click on toggle device button,resize window and set responsive as (width)454 (Height)831 (zoom)100%
(3)Observe the contents of the page.(Kindly refer the video)

Actual:Contents of the page appear weird i.e appears bold.

Expected:Contents of the page should appear proper.

This is a Regression issue broken in M-59,will soon update other info.

Good build:59.0.3053.0
Bad build:59.0.3054.0

Provided bisect using has bisect script as all per revision script was providing all good builds.
Changed the range and tried but was getting all good builds.

FYI, Ben, related to what we discussed. For small font sizes we're always using asymmetric now. I'll check what Edge looks like for small sizes of Roboto. I believe it does the same.

This might be WontFix and intended behaviour, as it is an improvement for many CJK fonts, compare  issue 645055 .
Yes, I agree and this is both what was intended by our changes and what users (generally) really want to see (especially on Windows). There's a lot of conflict here between 'correct rendering' and 'legible' at small sizes.

Is this really affecting Linux? It doesn't seem it should. Linux hasn't changed recently and won't be affected by the Windows changes.

svichare@, it's very unlikely this affects Linux, I remove the OS flag. Please add it if you can show that there are differences on Linux according to your reproduction.
