Inline Install disabled automatically

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. Enter https://www.trustnav.com
2. Click on Install to Chrome
3. Supposed to be inline install but redirects to chrome store reducing by 30% our dialy installs

What is the expected behavior?

What went wrong?
We recived an email about "automatic system" that disabled temporarily inline installs, and we want to know what kind of process are we, how long it takes, as our extension is an ad free, free, adblocker and it's clearly exposed on the website www.trustnav.com
How many time we have to be like this? What is the purpose of that?

I see your inline install is disabled, please contact our customer support to enable it.

I'm removing OS:iOS because extensions cannot be supported in iOS.

We're having the same issue. We have a download button similar to trustnav.com on our website. It works fine in Chrome Stable Release, but not working in Chrome Beta. Here's the response from customer support:

From the symptom that you're having an issue with, it seems like there is a problem on Chrome Browser side. In this case, I need to ask you to file a bug report directly to our Chrome Browser Experts by using Chromium Public Issue Tracker, and the engineers will be working on this issue and communicating with you directly through email.  If you have any further questions, please let me know anytime. :)
