OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/content/flash
2. Now click on 'More actions' button besides 'Feedback' and 'Chrome web store payments' options which comes by default and then click on 'Remove' option in drop down list,observe.

Actual: Remove option doesn't work 
Expected: Remove option should work or else it should be in disable form

This is a non-regression issue, seen from M-59 series as 'More actions' appears from build # 59.0.3055.0
