[Site settings details] Back arrow icon of Site detail page for Notification is not working in md-settings

Chrome Version: 58.0.3029.41 (Official Build) 3d67f52b399689c5087b12bf6014dfb18fc11e42-refs/branch-heads/3029@{#465} (32/64-bit) 
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (Ubuntu 14.04 LTS)

Pre-condition: Enable Site settings with All sites and Site details from chrome://flags

Steps:
1. Launch Chrome and navigate chrome://md-settings/content/notifications
2. Add exception under Allow/Block and click on three dots iron icon 
3. Now click on Back arrow icon of Site detail page and observe

Actual: 1. After step 2, paper menu stays for sometime after clicking on its iron icon
        2. After step 3, Back arrow icon of Site detail page is not working

Expected: 1. After step 2, paper menu should not stay after clicking on its iron icon
          2. After step 3, Back arrow icon of Site detail page should work

This is a regression issue broken in ‘M-58’, will soon update the bisect info.

Good build : 58.0.3028.0

Still we are able to reproduce the issue on latest Canary-59.0.3068.1 .Could you please check the issue & update the thread accordingly.
