Regression: [MD Settings] Horizontal scroll bar doesn't appear for 'Main menu' side bar.

Issue description

Chrome Version: 58.0.3029.41 (Official Build)3d67f52b399689c5087b12bf6014dfb18fc11e42-refs/branch-heads/3029@{#465} 32/64-bit.
OS: Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Zoom in the page to 175% or 200% and Click on 'Main menu' icon.
3. Now, completely resize the browser from RHS to LHS and observe.

Horizontal scroll bar doesn't appear for 'Main menu' side bar.
Horizontal scroll bar should appear for 'Main menu' side bar.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3027.0
Bad build: 58.0.3028.0

Good build:58.0.3027.0 (Revision:453800).
Bad build:58.0.3028.0 (Revision:454140).

You are probably looking for a change made after 453992 (known good), but no later than 453993 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3053.0

The scrollbar was eliminated in order to fix  issue 694856 . Opening the navbar, then making the window smaller does not seem as important of a use case as the  issue 694856 , so I am leaning towards not doing anything special for this. Please re-open if you think otherwise.
