What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on 'show home button' option ,enter any url under 'other' option.
(3)Click on 'use the new tab page' radio button, now Select the url under 'other' option and enter any data,observe.

Actual: Able to edit other option field under 'show home button' section even if first radio button is selected.

Expected: Should not allow to edit other option field if first radio button is selected under 'show home button' section.

This is a Non-regression issue seen from 'M52' series i.e from 52.2735.0(official build)
