Regression : Two grey focus highlights are seen at the same time on extension icon in wrench menu.

What steps will reproduce the problem?
1. Launch chrome, navigate to above url and add extension
2. Now drag extension icon into the wrench menu and hover it with mouse and then click and hold the cursor,observe
 
Actual: Two grey focus highlights are seen at the same time after mouse cursor is click and hold on extension icon (Square and circle grey focus highlight)
Expected: Two grey focus highlights should not be seen at the same time after mouse cursor is click and hold on extension icon

This is regression issue, broken in ‘M 55’ and will soon update other info :
Good build:55.0.2880.0
Bad build: 55.0.2881.0

Note : Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:55.0.2880.0 (Revision:422654).
Bad build:55.0.2881.0 (Revision:423030).

You are probably looking for a change made after 422664 (known good), but no later than 422665 (first known bad).
