This may be occurring because your settings somehow got corrupted. Can you please reset all devtools settings by opening Devtools Settings ("..." on top right > Settings) and click "Restore Defaults and Reload".
PLEASE NOTE: If you do this it will reset all settings of devtools, this includes snipits, settings, anything custom in devtools (not chrome itself).
I am going to mark bug as WontFix, but I will reopen the bug if it does not fix the issue.
Thanks!

I can definitely exclude this as a possible reason as I've been noticing this for weeks now, during which I've reset settings (of Chrome, not just Developer Tools) a few times (for other reasons). Unless the settings have a tendency to become easily corrupted. I don't think it's the settings in any case, as this only happens intermittently and until Chrome is restarted. What I've been noticing, which may be related, is that the waterfall has a tendency to lag behind the other columns. On pages with many requests, and particularly with preserved logs, it is sometimes very briefly mis-aligned, but snaps back instantly. I guess the latter part sometimes doesn't happen which makes it permanent then.

Next time this happens can you toggle the "Large row" button to see if it snaps back into place? I am thinking that it's a race condition when it's calculating the height of the header it is not rendered yet giving a value of 0. The toggle row height should force it to recalculate it imminently. If that is the case I can look further into a possible race condition. Thanks!
