Video icon is not showing in Downloads folder

Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Download video from below link in next comment
(2) Copy into Downloads
(3) Observe video icon
(4) Copy same video in Google drive
(5) Observe video icon

Expected Result:
- video poster/icon will be observed in both Downloads and Google Drive
Actual Result:
3.1 video icon not observed in Downloads
5.1 video icon observed in Google Drive

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
100%

What is the impact to the user, and is there a workaround? If so, what is
it?

Just retested, but I actually see a different icon on Drive which I think is expected/corresponds?

At this moment, this is working as intended.
In Downloads folder, the thumbnail is generated from the 0:03 position of the video.
It is the black screen in https://storage.cloud.google.com/chromiumos-test-logs/bugfiles/cr/706097/MOV_H.264_AAC_720p.mov?_ga=1.74793361.2082155189.1480442704

In Drive folder, the thumbnail is generated by a different algorithm in Google Drive server.
That's why the thumbnails in Downloads and Drive can be different.
