Merge tts fixes from upstream

BUG= chromium:706044 
TEST=unpack and use tts_service_x86-64.nexe on a linux Chrome OS build. Verify common usage (navigation through complex sites) works and that reproducing strings when passed to chrome.tts.speak don't result in silence.
On an arm device, build and deploy patched tts binaries. Verify the same as above.
