UX: unclear how to configure buildbucket for Gerrit

comment 54 in  issue 618023  "ok - so how do I use the new feature? Is there any documentation on this?" by machenbach indicates that there is a UX bug: users don't understand why "Choose trybots" is not shown. Perhaps it is also unclear why a certain builder is not displayed.

Consider:
- display "Choose trybots" unconditionally
- provide a link to instructions to configure buildbucket in the popup window

1) We do not want to do this; many projects have no trybots at all (more than do, in fact).
2) The popup window already has a link to the file which needs to be edited.

I think this is a problem which is apparent now, as projects get their bots configured for the first time, but not in the long run. Since I'm paying close attention to the newly-onboarded projects (and already have a bug on file against myself to add buildbucket.config files for all of them, issue 692288), I don't think we need a UI solution for this.

Feel free to reopen if anyone feels strongly otherwise
