text-decoration propagates to descendants despite display:contents

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:55.0) Gecko/20100101 Firefox/55.0

Steps to reproduce the problem:
1. Consider the element <div>Foo</div>
2. Style it with text-decoration:underline
3. Style it with display:contents

What is the expected behavior?
The decoration should not be propagated to the text.

What went wrong?
The text is underlined.

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 59.0.3055.0  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

The text is not underlined on Firefox.

Propagating down the box-tree instead of using inheritance should fix this along with other bugs. I don't think it makes sense to fix this specifically for display:contents.

Thanks for pointing to issue 553174 rune, didn't know about it  (I had not started to investigate this one actually).
