PDF displays garbage text in Chrome Canary not in MS Edge

Chrome Version: 59.0.3053.0 (didn't try stabler versions..)
OS: Win10
Works in: Edge

What steps will reproduce the problem?
(1) Open attached PDF

What is the expected result?
Works

What happens instead?
