Dead Spot With Chromevox While In Chrome://Settings

Issue description

Mode: force_next
Version: 58.0.3029.31
Reproduction Steps: 
1. While Chromevox is running, go to Chrome://settings or visit File>Settings
2. Press tab till you go past the "Search With In Settings" edit box or press Chromevox-Right-Arrow till you hear "Wifi Settings."
3. Chromevox along with Chrome OS itself will go "silent," thus having me to press CTRL-Shift-Q Twice to sign out then log back in to resume speech.

This may occur with most Chrome OS family devices running the beta/or dev, as my lady Beth's HP 14 g4 Chromebook is having the exact same problem.

 
I believe this to be a bug with text-to-speech... When I switch from using Chrome OS speech to an Android engine on my Samsung Chromebook Plus, I do not experience these silent periods. This is an issue, by the way, that I have been able to reproduce when navigating through inbox.google.com with the j and k keys... I can't get it to happen 100% of the time. In addition, on my HP Chromebook, restarting Chromevox does not bring speech back, while it does on my Samsung chromebook. If speech does not return, it is necessary, as the author of this report stated, to log out and log back in.
