Precondition:
Install 57.0.2987.100 dev, and launch chrome

Steps to reproduce:
  1.  Upgrade the app to M58.0.3029.39 dev
  2.  Launch chrome.
  3.  Tap on Menu --> New Tab.
  4.  Tap on Tab switcher button.
 

Observed results:
At Step 2:  Notice that the Menu and Tab switcher button is displayed slightly below.
At Step 4:  Observe that tab switcher button is displayed in the new tab page.

Expected results:
Menu and tab switcher button should be displayed at the right place on top right corner.
