Regression: Unwanted dotted line is seen under DNS address of network error page

Issue description

Chrome Version: 59.0.3053.3 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and go to https://dhsdfga.com// >> Reload page and observe DNS address text

Actual:Dotted underline is seen under DNS address text
Expected: No such line should be seen.

This is a regression issue broken in M58.

Good Build: 58.0.3018.0 dev
Bad Build: 58.0.3019.0 dev

Reproducible on the latest canary(59.0.3054.0) on Mac OS 10.12.3 as well.

You are probably looking for a change made after 451671 (known good), but no later than 451672 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3053.3
