9.5%-12% regression in webrtc_perf_tests at 17382:17382

Regression caused by Chromium roll: https://chromium.googlesource.com/external/webrtc/+/efbde2cba0e25a318840242df1140ccf36f0f7ff.

Cannot see any particular reason why this would happen.

The metrics recovered after a while.
