Non-custom wallpaper never syncs after a Powerwash or Restore

Platform: 9202.54.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Choose wallpaper
2. Check everything is synced in Advanced sync settings
3. Powerwash

What is the expected behavior?
The wallpaper will appear along with other re-synced items

What went wrong?
The wallpaper remains on the default and the synced one never appears.

Did this work before? Yes This was many versions ago - in the 40s.

Chrome version: 57.0.2987.115  Channel: n/a
OS Version: 9202.54.0
Flash Version: Shockwave Flash 25.0 r0

Everything else syncs fine. The wallpaper chosen is of Easter Island (part of the stock wallpapers). The same issue occurs across Chrome device platforms.

Hi Wallpaper team, can you take a look for this bug? I checked on my devices, and it seems wallpaper on chromeos is synced by APP_SETTING. but I dont know why it is not appear after powerwash.

As a first guess, this might be related to bug 537851 - essentially, syncing of default apps/extensions is pretty broken.

This is a Chrome Sync service issue. Verified that |chrome.storage.onChanged| event is never received by the wallpaper app after a powerwash, and there's no wallpaper related information found in chrome://sync. (But if we change the wallpaper on one device, and check on another device with the same account, the event is received as expected and chrome://sync is updated.) This should be merged to issue 687722.
