Regression: Pointer indicator is not appears in dev tools for vertical panel layout

Chrome Version: 59.0.3054.0
OS: Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings and press f12 and set panel layout to vertical in the settings page.
(2)And observe the RGB colour indicator in the dev tools


Expected result:Indicator Pointer should be exist for the RGB colour in dev tools
Actual Result:Instead Indicator Pointer is not exist for the RGB colour in dev tools

This is regression issue broken in M-59

Manual regression bisect

Soon will update the linux behaviour

Unable to reproduce this issue on Windows-7 and Mac OS 10.12 using chrome latest dev #59.0.3059.3.

That's because on the first screenshot there is not enough space to fit color picker _and_ arrow, while there is enough space on the second one. Works fine for me on 59.0.3054.0.
