Regression:Scroll bar disappears after toggling md-settings and able to scroll

Issue description

Chrome Version: 59.0.3053.3
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings and click on advance. 
(2)press f12 click on the toggle button and scroll the dev tools to lhs and close the dev tools.
(3)observe the scroll bar in dev tools(kindly refer attachment for reference)

Note: Issue is not seen in windows

Expected Result:Scroll bar should appears in settings page

Actual Result:Scroll bar is not appearing and able to scroll the page

This is regression issue broken in M-58

Unable to reproduce this issue on Ubuntu 14.04 and Mac OS 10.12 using chrome latest dev #59.0.3059.3. This issue might be specific to screen resolution, tried resizing the chrome window but still no luck.

sahitya.bukka@ Could you please provide chrome://gpu and screen resolution details.
