elm: Ads on CNN shake up/down or blink on top of each other

Issue description

Chrome Version: 58.0.3029.31
Chrome OS Version: 9334.18.0
Chrome OS Platform: elm

Steps To Reproduce:
(1) http://www.cnn.com/2017/03/27/politics/donald-trump-hillary-clinton-house-intelligence/
(2) Set screen size to 1536x864
(3) Set page zoom to 100%

Expected Result:

Ads on right strip of page do not vibrate, or are not super-imposed on each other.

Actual Result:

Ads on right strip sometimes vibrate up/down and/or are super-imposed on each other.

How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?)

Sometimes.
Possibly related to zoom (page/screen) factor.
Possibly related to having Play Store enabled (I could reproduce with an account that had Play Store enabled, but could *not* repro on an account with Play Store disabled.

Please provide any additional information below. Attach a screen shot or log if possible.

This seems to be an issue with page zoom, which chrome is relying on to implement high DPI behavior.

It is still present on:

60.0.3112.41 (Official Build) beta (32-bit)
Platform	9592.29.0 (Official Build) beta-channel elm

Here is an example to repro:
 (1) Navigate to  http://edition.cnn.com/2017/06/18/opinions/caesar-hypocrisy-trump-supporters-obeidallah-opinion/index.html
 (2) Use default screen resolution 1536x864
 (3) Slowly scroll down until the right side ad starts wiggling up/down rapidly on its own

As noted in #1, this does seem to be high-DPI related, since I could not repro when using the native resolution (1920x1080).
