Training subcommand is non-obvious

Project Member Reported by iannucci@chromium.org, Mar 28 2017

Issue description

The training subcommand should probably be `test train`, rather than `test run --train`. I realized this when I was advising nodir to use the new training command.

I believe this is fixed with https://codereview.chromium.org/2790493007 (https://github.com/luci/recipes-py/commit/e02889f17c4ac35b7fb99915c5e05a9dde1347c0).
