Windows keep activating as content is loading, especially during session restore, and stealing focus

Issue description

Chrome Version: 58.0.3029.31 dev
OS: ChromeOS Minnie

What steps will reproduce the problem?
(1) Sign-in to ChromeOS and open several windows (mine contain Docs tabs).
(2) Sign-out.
(3) Sign-in again and try to use one of the windows while the session restores, e.g. by typing into it.

What is the expected output?

Expect that focus stays consistently with the window the user is using.

What do you see instead?

Instead, other windows keep being activated, i.e. jumping to the top of the Z-order and stealing focus.

This just started happening for me today, with a window in which I had opened a load of Docs tabs yesterday..

Note that this seems to be a re-occurrence of  issue 639943 , which was reported in M54.

I could not reproduce it on minnie with tot Chrome. Is it M58 only and still happening? (Sorry I didn't try M58 yet)

Yes, M58 (dev-channel) only.  I am no longer reproing either; I think it
may be specific to web content doing some specific thing that triggers the
tab to be re-focused. :-/

Status: WontFix (was: Assigned)
Maybe, since we don't have other reports on M-58. Mark it WontFix now and reopen it if it happens again.
