Over-scroll to reload should be disabled while there is a page loading

Issue description

What steps will reproduce the problem?
(1) goto www.html-kit.com/tools/cookietester
(2) while the page is loading, over-scroll to try to reload.

What is the expected result?
The page should not reload.

What happens instead?
it reloads.

While the reload button is disabled when there is a page loading, the behavior of dragging screen downwards should be consistent with reload button.

BTW, this only happens on iOS, cannot reproduce on Android.

jif@ could you please take a look. Justin suggests that we could probably turn the reload icon to a stop icon. 
FYI, on Android, it simply does nothing.

I think Mardini wanted to keep overscroll even if the page is being loaded
