Keyboard latency metric fails for Mac keyboard scrolling

Issue description

I'm adding keyboard latency metrics here:
https://codereview.chromium.org/2756893002/#

They don't work on Mac, and it appears to be because when we're keyboard scrolling, the graphics pipeline doesn't register that we're producing frames. This prevents us from logging end-to-end scroll metrics for keyboard on Mac.

Not high priority, but it doesn't look like I'm going to get to this anytime soon.

Over to Navid for now.
At some point we should develop a plan to ensure that our latency metrics are solid across all input types. Navid, perhaps we should have a metabug for all the issues with non-touch input?

I assume this would go away when we move the keyboard scrolling pipeline to generate gesture events. Not worth putting the time on this separately at this point. I would defer to after we ship threaded keyboard scrolling.
