Steps to reproduce the problem:
1. Press Search Button
2. App Launcher opens
3. However ChromeVox gets enabled as well.

What is the expected behavior?
ChromeVox should not be launching from the simple press of the Search Button. The app launcher should open, and that's it.

What went wrong?
When I press the Search Button, ChromeVox gets enabled intermittently, this breaks the functionality of the search button as I can longer use the device after ChromeVox gets enabled because it will be simply reading out every single object I click on. Also, ChromeVox does not show that is enabled in the Accessibility menu when this bug occurs.

This has been happening since several versions ago, and was present in CR58.
