Make CUPS USB Printer ids stable for the same device

Right now, we re-assign a new guid to a device each time it is plugged in.  We should use a stable id for the same printer, which will let PrintersManager do more intelligent matching against the existing printer instead of duplicating it.

Construct an id for USB printers so it is stable across plugins and
can be appropriately synced with a users's printer list.
