Issue descriptionSwipe typing doesn't show search suggestions, which was originally due to small screens not having room to show them. We can revisit that and set a rule to show them on larger screens. (Per ktam: if we can show two or more omnibox suggestions, we show the keyboard). If UX is needed, see maxwalker@ as omnibox contact

This is dup of b/35875399. The new omnibox version I'm preparing for issue 539536 should allow keyboard suggestions, though. So please stay tuned.
