Sheriffbot CC's bunch of people to bugs to be merged

That is annoying and creates more noise in my inbox. I think a non-shotgun approach might be the better choice e.g. only CC the on-duty release manager.

I don't believe Infra owns sheriffbot. +cdavid@ and mbarbella@ because they are listed as contacts for sheriffbot API client in Monorail.

We fixed this and the change is landed.

Now only the merge sequesters and approvers  will be added to cc list [if they are not the reporter or owner]
