Accessibility options are not present in chrome://settings page in guest mode

Issue description

Chrome Version: 58.0.3029.31

What steps will reproduce the problem?

(1)Log in to the Chromebook in guest mode
(2)Search for accessibility options in chrome://settings page


What is the expected result?

We should be able to see the "Manage accessibility features " section in the settings page

What happens instead?

The "Manage accessibility features " section is missing in settings page in guest mode

Please use labels and text to provide additional information.

"Manage accessibility features " section is present when logged in as user in the same Chromebook
