Windows Debug GPU FYI bots failing

The common error on all bots is:
[...:ERROR:main_dll_loader_win.cc(137)] Failed to load Chrome DLL

Note that the chrome.dll file is present in the "extract build" step, but the error is:
..\chrome.dll ... is not a valid Win32 application

Adding trooper.
Looks like they are cycling green, probably due to revert in https://chromium.googlesource.com/chromium/src/+/9cd48d5cbc285e39f3a6401ecd40134e0f2d5bc7. I will keep an eye on it. 
Appears to be limited to the four bots triggered by https://build.chromium.org/p/chromium.gpu.fyi/builders/GPU%20Win%20Builder%20%28dbg%29
Status: Fixed (was: Untriaged)
Bots are cycling green now.
