Split the platform specific Suggestions Provider in separated target

For now all the Suggestions Provider are declared in the same BUILD.gn.
They should be split in different targets to avoid increasing binary size/complexity of platform not using all the components (for example Reading List is only used in iOS, Offline Pages is used in Android...).
