Smooth-Scrolling flag not respected

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.33 Safari/537.36

Steps to reproduce the problem:
1. go to ://flags/#smooth-scrolling
2. disable smooth-scrolling
3. relaunch browser

What is the expected behavior?
Smooth scrolling is disabled

What went wrong?
Smooth scrolling is still enabled

Did this work before? Yes 

Chrome version: 58.0.3029.33  Channel: stable
OS Version: 10.0

Unable to reproduce the issue on Win-10 using chrome reported version #58.0.3029.33 and latest canary #59.0.3053.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to chrome://flags/#smooth-scrolling
2. disabled smooth-scrolling.
3. relaunched browser
4. Observed that smooth scrolling was disabled as expected.

spymaster356@- Could you please check this issue on latest canary #59.0.3053.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Well... damn it.

While I writing up a comment for this, I found that smooth-scrolling was enabled, everywhere.

turns out the smooth-scrolling flag is working as expected, the Logitech Mouse software on the other hand...

This can be closed, Working as expected.
