cannot drag and drop an image from chrome onto external app

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. open http://www.warpdesign.fr/wp-content/themes/templateio/images/header.jpg
2. click and drag the image onto another app's window, for example Photoshop, VSCode,...

What is the expected behavior?
The image should be opened.

What went wrong?
The image isn't opened. The only drag & drop target that seems to work is the Windows Explorer.

Did this work before? N/A 

Chrome version: 57.0.2987.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

It works as expected on MacOSX 10.12

Unable to reproduce the issue on windows 10, mac os 10.12.6 using chrome M62 #62.0.3202.62  with the steps mentioned in comment #0.

@nicolas.ramz-- Could you please update your chrome to latest stable and try in fresh profile and update us with your observations.

I can confirm the same problem still happens with Chrome 61.0.3163.100 under Windows.

As I stated in the original bug report: the problem only happens in Windows, not in MacOSX. To reproduce it you have to have access to a Windows machine/VM.

Just updated to Chrome 62 (62.0.3202.62) and the problem is there in this version as well.

Able to reproduce the issue on the reported chrome version stable 57.0.2987.110 latest stable 62.0.3202.62 and on the latest canary 64.0.3243.0 Using Windows 10, Ububtu 14.04 and Mac 10.12.6. As the issue is seen from M50 (50.0.2661.0) triaging this as non-regression and marking it as untriaged.

Could not repro on Mac/Chrome 70. I was able to successfully drag that image onto TextEdit. As per #3, this bug seems not to affect Linux (may be Windows-only). I'll remove the Mac tag.

Repro'ed on Windows 10/Chrome 70, partially? Dragging into Wordpad puts the image link on Wordpad, so something is dropped, but it's likely not the expected behavior (image put on Wordpad)
