user-select: none text is not selected by mouse highlight but is copied

Issue descriptionChrome Version : 56.0.2924.76 OS Version: Ubuntu 16.04 URLs (if applicable) : http://jsbin.com/jiyonip/edit?html,css,output Other browsers tested: Add OK or FAIL after other browsers where you have tested this issue: Firefox 52.0.1: OK ($ sign is not copied) What steps will reproduce the problem? 1. Go to http://jsbin.com/jiyonip/edit?html,css,output 2. Select the code text in the pre element by dragging with the mouse 3. Observe that the $ symbols are not selected 4. Hit Ctrl-C to copy selected text 5. Focus the text area and hit Ctrl-V to paste. What is the expected result? The text should be copied and pasted, and the $ signs, which were not selected, should not be part of the copy/pasted text. What happens instead of that? The second $ sign, which is not selected but is between selectable bits of text, *is* copied. It is not in Firefox. UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36
