Precondition:
Have a distilled entry (an entry with green check mark) saved in reading list

Steps to reproduce:
  1.  Launch chrome.
  2.  Switch off Wifi
  3.  Go Menu --> Reading list --> Tap on the distilled entry.
  4.  Tap on offline mode icon in omnibox.
  5.  Tap on reload.
  6.  Tap on offline mode icon in omnibox

Observed results:
Notice that offline mode icon is not functional.

Expected results:
Offline mode icon should be functional and Viewing Offline Version pop up should be displayed.
