53.9% regression in webrtc_perf_tests at 17376:17376

Issue description

This is a regression that comes with a Chromium roll: https://chromium.googlesource.com/external/webrtc/+/f9e2a36229f1bc5b957eae48ce671facab443cba

It seems to hit 8 kHz and 16 kHz tests, mono and stereo, but not 48 kHz; all of these on Nexus9.

Also, it hits Nexus5 on KitKat, but not the other Nexus5 bot (JellyBean? Lollipop?). It does not hit Nexus4.
