Regression : Unwanted movement of 'Country/Region' text label is seen in chrome://md-settings/autofill

Issue description

Version: 59.0.3053.0 bba05f44fe583ffa69c22d36f91aaebe0ceea282-refs/heads/master@{#459685}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/autofill and click on 'Add' button
2. Now click on 'State' Text field and observe 'Country/Region' text label which is below it
 
Actual: Unwanted movement of 'Country/Region' text label is seen after clicking on 'State' Text field
Expected: Unwanted movement of 'Country/Region' text label should not be seen after clicking on 'State' Text field

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3032.0
Bad build: 59.0.3033.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3032.0 (Revision:454806).
Bad build: 59.0.3033.0 (Revision:544023).

You are probably looking for a change made after 454939 (known good), but no later than 454940 (first known bad).

This looks like it might be a temporary regression. I can't repro on 58.0.3029.31 (Official Build) dev (64-bit).

After talking with scottchen@, this bug seems related to  issue 516805 , where CSS transform causes flickering. A workaround being proposed (both on the bug  and around the internet) is adding a "transform: translate3d(0,0,0)"

@esprehn: Guessing this is relating to CSS stacking contexts? Are you aware of a better workaround? If not we might just go with it too (scottchen@ verified that it fixes the issue).

investigated and found that adding "transform: translate3d(0,0,0)" to each paper-input will suppress the symptom, but unsure if it'll have any impact to rendering performance.

Will discuss further when bug gets higher priority.

With response to comment #9:
Rechecked the above issue on Windows OS with latest canary chrome version :60.0.3082.0 and the issue is not reproducible.
