Viewing a tab from Tab Switcher shows the wrong page

Issue description

App Version (from "Chrome Settings > About Chrome"): 59.0.3051.0 canary
iOS Version: 9.3
Device: iPhone SE

Steps to reproduce: 
- Have a bunch of tabs opened. I have 31. Not sure if that's a requirement.
- When I bring up the tab switch (stack view controller) and scroll around the tabs, I noticed a few tabs are showing up with a title of "New Tab" but a screenshot of something else. See attachment reuters1.png. 

Observed behavior: 
- I tapped on the Reuters article page and I get a New Tab Page (see reuters2.png).

I also noticed that not all pages are showing me the NTP when I bring them back to the front. In some cases, it is showing me a totally different page that is possibly the navigation before the current page. See flight1.png and flight2.png.

Expected behavior: 
I should get the page that is showing in the tab switcher preview.

Frequency: 
Frequent.

Additional comments: 
I have not seen this behavior on Beta or Stable releases, only on Canary (which I use normally).

Existing open tabs are navigating incorrectly to NTP page if you upgrade canary version to 59.0.3050.0. Issue 705030 is reported for the same.
Wrong snapshots of the webpages in Stack View controller i haven't noticed.

Pls check if this is a dup of Issue 705030. Is this an upgrade compatibility issue? 
On upgrade from M58.0.3029.39 Canary to M59.0.3053.0 Canary , I the below behavior is seen(from the original bug by Peter).

I am unable to repro the below upgrade(from the original bug by Peter).

All 31 tabs are named New tab on upgrade.

If all users upgrading from M58 to M59 will run into variations of this, I would consider this a M59 RBS. +mardini and +pinkerton for evaluation.

I think this is RBB. We don't want to have all our TF users hit this, then be unable to tell if it's better for them after we fix it because they've already upgraded.

Verified on chrome canary version after upgrading to 59.0.3068.0 on iPhone 6 plus with iOS 10.2.1 following the steps mentioned in comment #0.  All tabs are restored normally.
