Flash doesn't work on websites even when whitelisted

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36 Example URL: https://play.spotify.com/ Steps to reproduce the problem: 1. Install latest stable or beta Chrome 2. Navigate to https://play.spotify.com/ and login 3. See message "Please enable Flash to use the Spotify web player. Click here to enable Flash" 4. Whitelist spotify in chrome://settings/contentExceptions#plugins 5. Refresh site and see the same message 6. Click on "Click here to enable Flash", see blocked flash in address bar (that shouldn't happen already as far as I understand) What is the expected behavior? Spotify should see flash and work correctly. What went wrong? Looks like flash is not allowed to load even when website is whitelisted. Did this work before? It doesn't have to be spotify, I think that happens on most websites that require flash (i.e. don't work without flash). So, same things happens on e.g. http://www.crunchyroll.com/

I also just noticed that after some of the updates Canary branch now has the same problem (currently on Version 59.0.3053.0 canary (64-bit) on Win10).

I don't have a crunchyroll account, and I couldn't get this to repro on www.a10.com/multiplayer-games/super-mechs. what should happen : 1. browse to http://www.a10.com/multiplayer-games/super-mechs 2. notice an image at the top saying you need Flash player. 3. click on flash player link, notice permission prompt to enable flash for www.a10.com 4. click Allow RESULT : page refreshes, app eventually loads (after ads play) Also, if you go chrome://settings/content, scroll down to Flash, you *should* see (by default) Flash set to "Ask first before allowing sites to run Flash (recommended)". And if you click on "Manage Exceptions..." you will see sites whose URLs are allowed or blocked. you can also add your flash site (www.crunchyroll.com) and set to Allow, and try again. Other than spotify (I didn't get the Flash player) & crunchyroll, is there another site that you were able to repro this issue on?

OK, I managed to get flash working by creating new blank user profile. So, that means there's something wrong with my synced profile/settings (since I re-installed chrome on win10 recently). Any ideas what might cause this?

I managed to fix it by uninstalling chrome, wiping local data, re-installing chrome, re-syncing settings and removing all whitelisted flash websites. It seems like there was an issue in settings (sync? format?). I guess this can be closed as I doubt there'll be a lot of people suffering from this.

I am also having this issue. I'm not sure if it's related but I did start using Chrome on OS X and a new Windows 10 machine, which might mean it's related to sync'd profile and settings across OSes? I'm able to recreate this on basically any flash site including https://helpx.adobe.com/flash-player.html Version 58.0.3029.81 (64-bit)

@andrewaclt : I'm using version 58.0.3029.81 (Official Build) beta (64-bit) on win10, and also on OSX (same user profile syncs between both OS's). if I try the www.a10.com URL mentioned in comment 5 I get prompted when I click on the getFlash Player button/image. do you not see this prompt? also, if you click on the icon to the left of the URL (would be a circled i) what does the Flash setting say? it should say "Ask" by default.

Same issue on actual Chrome stable (60.0.3112.90). The exception seems to work fine with https://helpx.adobe.com/flash-player.html, but I can't get it to work with the site I need: https://fiscaliwebtf.namirial.com/2013/Desk/TFDC.lf
