text-decoration propagated from ::first-line does not disappear in ::before

Steps to reproduce the problem:
Set some text-decoration in a ::first-line pseudo-element.

Use display:inline-block, float:left or position:absolute in the ::before pseudo-element.

What is the expected behavior?
According to https://drafts.csswg.org/css-text-decor-3/#line-decoration,

> Note that text decorations are not propagated to any out-of-flow descendants, nor to the contents of atomic inline-level descendants such as inline blocks and inline tables.

What went wrong?
The text decoration is propagated to the ::before.

Does this work in other browsers? Yes

Chrome version: 59.0.3033.0  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

Firefox does it properly.

Thanks for filing the issue.
Able to reproduce the issue on Mac-10.12.3,Windows 7 & 10, Ubuntu 14.04 using Chrome stable version-57.0.2987.110 and canary-59.0.3051.3 with the given 2 html files in comment#1 & comment#2.Observed "::before" text displayed with underline.
This is Non-regression issue, Observed from M30 and confirming this issue to get more inputs from Dev team.
