I can't enable the app on my phone but it's enabled on my tablet.

Tested the issue on Samsung J710 (Android 7.0.0) and Nexus 10 Tablet using Chrome Stable# 62.0.3202.84 and could not reproduce the issue.

@cabrowne5 -- Could you please upgrade your Chrome to latest stable and provide an update which would help us in triaging further.
