if ::selection CSS pseudo-element is set, tags a don't change color on Hover.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.33 Safari/537.36

Steps to reproduce the problem:
1. define a CSS ::selection pseudo-class
2. set a CSS color rule for a:hover state

What is the expected behavior?
The CSS color rule should be applied on hover

What went wrong?
The text color is not correctly set on hover

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 58.0.3029.33  Channel: beta
OS Version: 10.0
Flash Version: 

Chrome V. 59.0.3050.3 Canary (64 bit) in not affected by this bug.

Requesting reverse bisect.

Able to repro this on Linux using Chrome beta version 58.0.3029.33 but not able to repro using Chrome unstable version 59.0.3047.0

Able to reproduce the issue on Mac 10.12.3, Win-10 and Ubuntu 14.04 using chrome reported version #58.0.3029.33 but the same is not reproducible in the latest canary #59.0.3051.3.

Reverse Bisect Information:

Bad Build : 58.0.3029.36 

As the good and bad builds are branch builds. Hence, providing the manual CL from Omahaproxy, which is as follows:
