Repro steps are: 
1. open theverge
2. make sure devtools console dimensions are like the ones in the bug report
3. observe console trembling

Sorry, I was not able to reproduce this.  I tried forcing these dimensions on DevTools, the ConsoleView element, the console viewport element, and none produced trembling.

Please feel free to reopen if there are more details to repro.
