This is part of the cellular device pool and there are few other devices that are locked with the same reason in this pool. I have not looked lately but some of these devices might have been removed either for debugging issues or they were presenting other stability problems often resulting is repair failed state.

It's usually best practice to use a bug (or other link) in the description so that people can see why it's being held, and not just release the lock because it's old.

This bug is Untriaged and very old.  Because it has an owner, the status will be set to assigned to avoid closing a bug someone is using.  If this bug still needs triage, change it back to Untriaged.
